Housing Rehabilitation Program

With the help of State and Federal funding, the Community & Economic Development department provides financing for the rehabilitation of deteriorated homes that are owned and occupied by lower-income, special need households in Forsyth County. We do this by facilitating aging in place, meeting housing code requirements, promoting long-term affordability, lowering operating costs, and stabilizing pre-1978 homes where lead hazards are present.

Basic Qualifications

Must be a full time resident of Forsyth County

Must be an owner-occupied household

Must have homeowner’s insurance

Must be current on mortgage payments

Must be current on property taxes

Must meet low-to-moderate income guidelines

Funding Sources
  • Federal funds from US Department of Housing and Urban Development through City of Winston-Salem
  • Funding available to all Forsyth County residents located outside of the town limits of Walkertown.
  • Eligible households must be low-income.
  • Rehabilitation will address all housing conditions that are non-compliant with Minimum Housing Code.
  • If approved, households could receive assistance in the form of an interest-free, secured deferred loan forgiven at a rate of 20% per year until the principal balance is reduced to zero to pay for the necessary repairs.
  • Federal funds from US Department of Housing and Urban Development through North Carolina Housing Finance Agency (NCHFA)
  • Funding available to County residents located outside of the city limits of Winston-Salem and town limits of Walkertown.
  • Eligible household must be low-income with qualifying need.
  • Programming is designed to serve elderly (62+), disabled and Veteran households and households with a child under the age of six whose health is threatened by the presence of lead hazards.
  • Rehabilitation will address all housing conditions that are non-compliant with Minimum Housing Code, as well as meet NCHFA's Essential Property Standards.
  • If approved, households could receive assistance in the form of an interest-free, secured deferred loan forgiven at a rate of $8,000 per year until the principal is reduced to zero to pay for the necessary repairs.
  • State funding from North Carolina Housing Finance Agency (NCHFA)
  • Available to all residents of Forsyth County
  • Eligible households must be very low-income with qualifying need.
  • Programming is designed to serve elderly (62+), disabled, Veteran, large (5+ family members), and single-parent households and households with a child under the age of six whose health is threatened by the presence of lead hazards.
  • Repairs completed must address a need directly effecting the health, safety or potential displacement of the household.
  • If approved, households could receive assistance in the form of an unsecured deferred, interest-free loan, forgiven at a rate of $2,000 per year until the principal balance is reduced to zero, to pay for the necessary repairs.
